My HP elite book 9470m running Windows 10 pro 64bit is not turning on, when I try to turn it on caps lock is continuesly flashing. I was previously try to update all driver due to my finger print scanner that stopped working. I downloaded the bios and fp scanner drivers but didn't finish installing because a warning came saying I can only continue when I put my PC to charge. Then I started reading a PDF document until my PC turned off due to battery. A couple of hours later I connect the AC adapter to charge then turned it on, all I could see was a black screen and caps lock flashing continuesly. Please any help will highly appreciated.

Hi
First:- Turn off the computer, press and hold the PWR button for 4 seconds.
Then - Leave only keyboard and mouse connected, disconnect all externally connected
devices such as Docking Station, USB storage devices, displays, and printers.
Unplug the AC adapter from the computer.
Next - Press and Hold the Power button for 15 seconds to Hard Reset.
Rinse and Repeat
NOW begin checking/testing/proving the Hardware is fit for purpose.
Power on your PC, press ESC (repeatedly), then F2 at the prompt.
Choose System Tests (Fast Test does a 4 minute hardware check).

What age/year is the PC? Is it a notebook or Ultrabook.
Can you post the SKU: please?

Thanks for the help, I accidentally accepted the solution but my problem is not resolved. My PC is an ultra book, I thanks it's a 2013 version but not sure. Just bought it on ebay about 3 months ago, it was working perfectly until yesterday. I can't locate my SKU on the product label.

Hi
The Blinks tell a lot about the state of the PC, EG:
Caps/Num lock lights = 1 blink - Processor not executing code.
Caps/Num lock lights = 2 blinks - BIOS recovery code unable to find valid BIOS recovery image.
Caps/Num lock lights = 3 blinks - Memory module error.
Caps/Num lock lights = 4 blinks - Graphics controller error
Caps/Num lock lights = 5 blinks - System board error
Caps/Num lock lights = 6 blinks - Intel Trusted Execution Technology (TXT) Error
Caps/Num lock lights = 7 blinks - Sure Start unable to find valid BIOS Boot Block image.
Caps/Num lock lights = 8 blinks - Sure Start has identified a problem (Manual Recovery Policy Set).
But yours is continuous, which does not exactly match.

This will not work for everyone, but you may be lucky?
HP Notebooks and Mobile Workstations -
No Power, No Boot, No Display When Power Button Is Pressed
NOTE: Be sure the battery is installed in the computer and it has sufficient power before continuing. Due to the design of the Embedded Controller/Keyboard Controller, the power supply must be disconnected and the computer must be powered with battery power to reset the Embedded Controller/Keyboard Controller.
Unplug the AC power from the computer.
Press and hold the power button for more than 12 seconds.
Release the power button (after at least 12 seconds).
The computer will power on and should boot normally after releasing the power button.
Re-connect the AC power to the computer.
NOTE: In case the battery is not charging after performing the steps to reset the Embedded Controller, unplug and re-plug in the AC power again.
