When I plug in a peripheral - logitech webcam; a biofeedback sensor... they are recognized or in the case of the webcam I get a message it was installed and ready to use, but do not show up anywhere. No icon anywhere, not listed anywhere.

That's because, in general, shortcuts are created for software, not for hardware. This is because when you run software to install new hardware, in addition to installing the drivers, it usually installs an application for using that hardware.
If there is no software installed, there is no shortcut -- as you don't launch hardware; instead, you launch software for using that hardware.
