Hi:

Did you install the W8.1 chipset and graphics drivers from AMD?

Chipset:  1st driver on the list.  Install and restart the PC.

http://support.amd.com/en-us/download/chipset?os=Windows%208.1%20-%2064

Graphics:

1st driver on the list.

After you install those drivers, please post the hardware ID's for any remaining devices that need drivers.

Use this guide for how to find the hardware ID for a device...

You're very welcome.

Unfortunately, I don't know why the HDMI isn't working.

All drivers are installed, including the graphics and AMD HDMI audio drivers.

The only driver that didn't install is the PSP 2.0 driver for some reason.

I don't know if that is why you can't connect via HDMI, but see if the driver I zipped up and attached below, installs the PSP device.

To install the driver, download and unzip the file I attached to its folder.

Don't do anything with the files in the folder.

Go to the device manager and click on the AMD PSP 2.0 device needing the driver.

Click on the driver tab.  Click on Update Driver.

Select the Browse my computer for driver software option, and browse to the driver folder you unzipped.

Make sure the Include Subfolders box is checked, and the driver should install.

Then restart the PC.

By all respects, your PC should be functioning normally.

You can try reinstalling Windows, now that you know where to find the right drivers.

You have a nice day too.
