HP Pavilion x360 14 Convertible PC 14-dy1000 (436S8AV)

Hi, I have an HP Pavilion x360 Convertible PC 14-dy1000 as my personal computer, but I have a little issue with it. I need to be able to charge it without depending on wall plugs, so I bought a 140W power bank (Anker 737) for that purpose. The problem is that when I try to charge my PC with the power bank, it only charges when the PC is turned off. When I turn it on, the power bank’s output oscillates between 40W and 0W (turned off). How can I solve this issue? This is the third power bank I've bought, and none have worked.

You have to ask Anker why because 40W is too weak that why it only charges your machine when your machine is off.

Yes, that is also strange. But I believe it’s not the main problem because I’ve tried three other brands, and none of them have worked. I think it has more to do with my PC rather than the power bank itself, do you know how can I solve this issue? However, if someone knows of a reliable power bank that is certainly compatible with my PC, I would appreciate it.
