Hello
I own a HP EliteBook 840 G5
I am currently experiecing an issue were my laptop does not turn off the display or go to sleep.
I have switched between "balanced (recommended) and the HP Optimised (recommended)" with no success.
P.S I am also running the latest Windows 11 build
Can you please assist me in this matter?

Make sure you have the latest bios as there are some significant problems that have been fixed
Does your power button plan include sleep like this one?
If you decide to upgrade the BIOS makes sure you pass memory and disk diagnostics
Tap the ESC key after powering on and press F2 to run diagnostics.
Do not allow any updates if disk or memory fail, especially a BIOS update.

Does an energy report show any problems?
It has to be run from the Windows command prompt
powercfg /energy .\energy-report.html |
looks like this:
Do you have any peripherals connected? if so disconnect them.
What about bluetooth devices? If you have bluetooth mouse and move it even slightly it can wake up the laptop.
There is also a "sleep study" report that will show the history of sleep (if any). Copy and paste the following into the same command windows
.\sleepstudy-report.html |

No peripherals connected and the below was on Battery only
The energy report returned
3 Errors
7 Warnings
48 Informational

If your power plan shows it is supposed to sleep but the report states it is not then may have corruption in the windows files
Run the Microsoft system file checker "SFC /scannow"
This third party site explains how to use DISM and SFC to repair your windows system.
How to use SFC or DISM to repair Windows
Do not do the DISM thing unless the SFC says there are corruptions it cannot fix.
