I waiting for a 15-dw3009ns. It have Windows 10. I will must to install Windows from flash drive or it downloaded? I like installing OS and i hope i will install Windows by myself.

According to the spec page, that unit should have Windows 10 Home already installed.
Assuming that something has altered that and you want/need to reinstall Windows, you can download a fresh copy (and the latest Windows 10) from the Microsoft site to a flash drive and then reinstall Windows 10
If you need the install media for Windows 10, you can make it from this Microsoft download
https://www.microsoft.com/en-us/software-download/windows10
With a working PC, scroll down to the "Using the tool to create installation media"
and then follow the directions. You can make the USB. Use this new media to install Windows 10.
When the install asks for the product key, click the "I don't have a product key" option to continue,
then the install will continue. It will be activated once it connects to the internet, as it uses a digital key.
Considering where you are located, that might require finding the Microsoft Media Creation tool hosted in another country rather than the US.
