I have a new HP Notebook 15. I am not real computer literate and use my PC for home & entertainment. I wanted to know if you can buy dvd's to load games & if they are the same as you can put on desktops.

That question seems simple but has a couple levels. On a simple level yes the laptop has a DVD drive and will read and load the same type of DVDs as used on a desktop. But for games, the laptop is not very powerful in the video department so low-demand games are all it is going to be able to run.
So you can check your computer's hardware against a specific game here to see if it will run:

Run the test on the laptop from the internet.
