Is the HP_TOOLS necessary for bios and windows or can i just back up the files to my flash drive and i'll still work fine?

The HP tools is not necessary for the operation of your PC.

All it does is have the built in diagnostics program that you run from the F2 menu.

I gave you the link to make a bootable diagnostics key which is even better than the one found in the HP tools F2 menu.

I have deleted all of the partitions on my HP PC's that had the tools, recovery...everything.

As a matter of fact, if you look at your notebook's support page, under the W10 drivers section, HP gives you the same diagnostics link I gave you.

Now, if you want to try installing the HP tools diagnostics software, you would have to use the version for Windows 8.1 and see if it creates the folder for you.
