What is RTSCM64.EXE Integrated Camera Preview Rotation Helper that I see in my startup apps? What does it do? Am I able to delete it?

HP Recommended

It's part of the HP webcam software -- not sure specifically what feature it controls. You can delete it, but the resources it uses are so minimal it won't make any noticeable difference in startup performance.
