Operating System: Microsoft Windows 11

I bought a new HP Envy laptop and am registering a Microsoft Windows account, however, I have been unable to complete the steps.  Once I have passed the password step, I reach the Windows Hello Pin set up, screenshot.  I click "Next" however this step causes an error.  I click "Retry" multiple times - I cannot go further.  I click "Skip for now" - this step takes me back the logon screen.

Laptop is for daughter who will be starting high school.  Initial Microsoft Windows account set up using daughter's credential did not work hence I have used my personal Microsoft Windows account to log on.

 

Question: How can I bypass the Microsoft Windows account logon screen?  If not possible, how is this type of registration issue resolved normally?
