I want to find the official website from where I could download the licensed Windows 7. I have a license on the sticker on the back of the computer. Previously, there was such an operating system, and I want to reinstall
my computer - HP EliteBook 2540p

Sorry, no such luck. The "original" Win7 version that came preloaded was an HP OEM version and HP does not make that available for download.
Instead, they have something known as HP Recovery Media -- which is a SET of disks that are used to completely reimage the PC. But, they have stopped carrying a lot of the Win7 era media and you would have to purchase it, if they still have it available.
You can look online for Recovery Media starting with the linked paged: http://support.hp.com/us-en/drivers
Once there, input your Product name or number. On your Software and Drivers Download page, select your Operating System and and Version. Click "Update". If HP Recovery Media is available for your machine, down near the bottom of the page, you will see an entry for Order Recovery Media-CD/DVD/USB. Click the "+" symbol to expand that entry and click on Order Media for details.

You can make a plain W7 x64 Professional installation disk, and see if you can install W7 that way.
Click on the Windows ISO Downloader.exe link to download the tool to create the W7 ISO file download.
I have zipped up and attached the Microsoft utility below, that will allow you to either put the file on a USB flash drive or burn it to a DVD.
Then you can install the drivers and available software you need from your PC's support page.

I did specifically not direct you to any of the Win7 download sites because, from what I recall, none of them offer downloads of the HP OEM versions of Win7; instead, they only offer the Retail versions. And that version will not activate with your PC because the product key is an HP OEM product key, and you need a Retail product key to activate any of those versions.
Additionally, from what I recall, some of the download sites require you to enter a product key to download the ISO file, and since your key is an OEM key, that will not work for those sites.
But ... if you find that they DO offer HP OEM versions, then please reply here and let me know -- and I will update my references accordingly.

I did specifically direct you to the site because:
1. The files are genuine microsoft files.
2. The site does offer a W7 Home OEM file, and a W7 Pro OEM ISO file. They are the files labeled as COEM.
Regardless of OEM or Retail ISO, the OEM product key will work with either file.
The only time it won't is if your version of Windows is a N (EU country) or K (Korea) version
