Sorry, but since this is just a self-help Support Community staffed mostly by volunteers, we have no capability for debugging problems with third-party (i.e., non-HP) applications.
For help with iCloud issues, you have to contact Apple Computer.

Used Regedit;
Searched for all Entries named iCloud Photos,
Deleted the Key: F0D63F85-37EC-4097-B30D-61B4A8917118, IF NOT FOUND delete f86fa3ab-70d2-4fc7-9c99-fcbf05467f3a
Export in case needed back;
Then searched all the Registry for the iCloud Photos for all instances, and changed ALL files which showed files set to 1 to 0 through the hole Registry. Restart windows, and they should be gone.
This worked for me.
CAUTION: I do not know what I am doing, but it worked.
