Sending an email nessage to a cell phone

Can I send  a message from my Chromebook to a cell phone number?  If so, please the exact way to type in the cell phone number in the TO area.   Thank you for any assistance you may provide.

I don't know which software/service do you use. Please use the following guide for one service. Should be very similar to other services.

The email message does not go to the phone, instead, it goes to an email server that the phone can access.

For example, with Android phones, most folks have a GMail account that is tied to the phone.  So, when you send an email message to their account, their phone is monitoring that account, sees the message, and notifies them.

Not having access to an iPhone, I don't know what they use.
