This normally happens when you're using a power plan which limits your CPU usage, like battery saver among others. Can you please check what power plan you've using and making sure to, before gaming, choosing a High Performance one?
It may also be limited in the settings of the power plan: Control Panel > Power Options > Plan Settings > Change Advanced Power Settings > Processor Power Management > Maximum Processor State and check that. Adjust the settings to your preference.
If you are experiencing performance issues or want to monitor the single-core CPU utilization during gaming on your HP Pavilion 15 with Windows 11, you can use various tools. Here's a general guide:
Task Manager: Press Ctrl + Shift + Esc to open Task Manager. Under the "Performance" tab, you can view CPU usage. If your CPU has multiple cores, you may also see the usage for each core individually.
In-Game Performance Metrics: Some games have built-in performance monitoring features. Check the game settings or documentation to see if there are options to display real-time performance metrics, including CPU usage.
