I am using HP Omen 15 dc1054nr with Windows 10 64-bit, version 1903.
I noticed that the transfer speed from my HDD into a USB 3.0 is slow, like 34 MB/s at max. It starts off with 150 MB/s for a few seconds and then decreases to 30's. Copying from HDD to the same HDD starts off with 1.2 GB/s, and falls down to 40 MB/s at max. Can someone please help me in resolving this issue. The copying speed is like this since I got the laptop.HDD to HDD

Don't worry as I'll be glad to help, I have a few troubleshooting steps we could try to fix the issue:
Firstly, Update BIOS: https://support.hp.com/in-en/document/c00042629
Next step Turn off Auto-tuning:
- Press Windows key + X and select Command Prompt(Admin).
- Type “netsh int tcp set global autotuninglevel=disabled” and press Enter.
- Now try to transfer the files and check the data transfer speed.
- Again go to Command Prompt(Admin) and type “netsh int tcp set global autotuninglevel=normal” and press Enter.
- This will turn on the Autotuning again.

Thank you for posting back.
As you've performed relevant troubleshooting steps and the issue persists, I would recommend reinstalling Windows Operating system will fix the issue.
The HP Cloud Recovery Tool allows you to download recovery software to a USB drive. You can use the downloaded recovery image file in order to install the Windows operating system.
