Sme software issue, the screen gets scrolled up automatically, persists even if touchpad turned off.

The screen automatically gets scrolled up without touching the touchpad or pressing the up arrow. Tried turning off the touch pad but still persists. Since no other way to off, pressed the power button..lap went off but started again..with a long beep sound and after that the screen started to flicker badly. The software is Ubuntu..
