I keep getting a pop-up that tells me I have low storage, I need to download security app, but don't have enought storage. How do I know what to delete and what not to delete from my laptop to allow me to download?

First of all, I seriously doubt you are running Windows XP as even the oldest Stream models only go back to Windows 8. You are most likely running Windows 10.
Second, these new PCs that come with only 32GB of storage use an M.2 SSD -- which is actually a stick of memory configured to act like a storage device. You're basically stuck with what you have.
However, here are some things you can do to recover some of the disk space:

Also, the community Win10 Forums has the following suggestions:

In addition, I have found the utility Cleanmgr+ to have LOTS of options for removing Windows junk, including log files. I use it practically every day. You can get it from here: https://www.getclone.app/download/category/11-cleanmgr
Also, there is a freeware app known as Wise Disk Cleaner. I use it every day to get rid of junk files: https://www.wisecleaner.com/wise-disk-cleaner.html
