I have microsoft onedrive that has a red cross through it.When I open it says"No access permissions to items" 1 file cannot be synced. (Name) HP print and scan doctor. ink..(Error) No access permissions to item/s..(Ressoultions) it appears that you do not have access permissions to the item.Ensure that you have the right permissions to allow the item to sync

This is primarily a Windows thing, that is, not likely related to your brand or kind of computer. This is more about how you use Microsoft OneDrive. The good news is that OneDrive is Microsoft - and there is a lot of information out there (on the net) about "things that are Microsoft".
Thoughts and Suggestion
Not sure why you would have HP Print and Scan doctor software (or any of its related file set) in OneDrive, though I would guess that you have decided to "sync" all folders on your computer or something similar.
Without knowing exactly what you are doing, I suggest the following:
An easy option in this case is to remove (delete) the HP Print and Scan Doctor. If / when you need it you can download a fresh copy of the Doctor software. This is one of those programs you do not need hanging around. Why? Sometimes the software is updated and you would want the latest version anyway.
If you cannot stand to get rid of the software, move it to a folder that you are not syncing in OneDrive. This software is easily replaceable and need not be archived in the cloud. If you do lose it, "no big deal".
If this suggestion does not sound exactly right for your situation, it is likely you can learn what you need by reading the documentation on the OneDrive software, setups, and procedures. Use your favorite browser and search engine to look for help else refer to the documents below.
