Firstly, this issue only happens when I play Elden Ring. When I get in the game I can only get 30-40-50 FPS. Although my laptop has 4060 which is significantly strong GPU to play Elden Ring I got this stuttering problem.
Turning TPM off solves my problem, but I do not want to do it. Will there be a BIOS update for this? (My BIOS is completely up to date with the version number F.20)

I'll try to look at TPM firmware updates, but before that I want to mention a temp-solution for this issue. The reason I call this a temporary solution is that everybody might not approve this kind of solution.
I'll drop a video link for you to follow. This is a solution for the stuttering but it requests to disable online mode via turning the EAC (Easy Anticheat) off. Hope this helps to address the source of the issue.
By the way, all my GPU drivers are up to date as well, and my PC (RTX 4060) overwhelmingly enough for playing Elden Ring. Problem is not about graphics settings. In addition, here is another extra information. If I cap the FPS to 30, it gives me 20-25 FPS but not 30.
