Microsoft Windows 10 (64-bit)

- It is a QWERTY keyboard

- The diagnostic tool (and Windows actually) shows that the backslash/pipe key is registered as the Right Ctrl key.

- It actually works as a Ctrl key in Windows.

- I am unable to remap it with power toys

- The diagnostic tool shows a different keyboard layout, with a Right Ctrl key where the backslash/pipe key is (after spacebar and Alt Gr on the bottom row).

Thank you for posting your query, I will be glad to help you. 
It sounds like your keyboard layout might be mismatched between hardware and software. Here are some things you can try:

1. Check and Change Keyboard Layout

>Your system may be using the wrong keyboard layout.

>Go to Settings > Time & Language > Language > Keyboard.

>Ensure the correct layout is selected (e.g., "English (United Kingdom)").

>If unsure, add a new keyboard layout that matches your keyboard physically and remove any incorrect ones.
 

2. Use Device Manager to Reinstall Keyboard Driver

>Open Device Manager (Win + X → Device Manager).

>Expand Keyboards.

>Right-click your keyboard and select Uninstall device.

>Restart your laptop—Windows should reinstall the correct driver.


3. Modify the Registry (Advanced)

>Open Registry Editor (Win + R, type regedit, press Enter).

>Navigate to: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Keyboard Layout

>Look for a Scancode Map entry.

>If found, delete it and restart your laptop.


4. Check BIOS/UEFI Settings

>Some HP laptops have keyboard configuration settings in BIOS.

>Restart and enter BIOS (press Esc or F10 during boot).

>Look for Keyboard Layout settings and ensure it matches a UK layout.
