I have a fan constantly rotating, even if the temperature is less than 50 degrees. Is it possible to make it turn off at a temperature below or being equal to 50-55 degrees ?

A small squeak is also heard from the fan, although it does not interfere with me, but maybe someone knows a program or a tool with which you can configure the rotation of the cooler.

A squealing or squeaking fan is a sign of bearing failure -- the fan is going to die, probably sooner rather than later.

 

The fan is not running fast enough, due to the bearing issue, so it has to run more often to keep the laptop temps down.

 

You need to look into getting the fan replaced before it stops on you and trashes the laptop.
