What is the best solution to transfer data and programs to a new laptop. Does Laplink PC Mover work in practice?

PCMover is generally OK but not 100% reliable. It kind of depends on the specs of the old laptop and the specs of the new. Moving from one Windows 10 to another Windows 10 generally works pretty well. Some programs will not accept being moved in that way and will require re-registration and re-activation. Microsoft Office and all Adobe products are notorious for that.
Last time I needed to do this I used Zinstall WinWin, but that is $119 for a one-time use license. Worked about 98% to move from a Windows 7 machine to a Windows 10 machine. EaseUS also makes a similar app.
You should definitely use a Product Key recovery app, make a list of all the installed programs and try to recover as many Keys as you can in advance just as a safety net.
