HP Spectre x360 - 13-4103dx (ENERGY STAR)

I am unable to transfer files from my W10 64 bit Spectre 360 to my Android 14 Pixel 7a using a USB-A to USB-C cable.

I can charge the phone with the cable.  Initiating the "File Transfer" option from the phone causes a sound from the laptop but does not pop up a file manager.  Nor does the file manager "see" the Pixel phone.  I tried all the suggestions on the Google support site such as different cables, restarting devices, etc, and spend 30 min on the phone with Google tech support as well as submitting this question to the Google support community.

However, using the same cable connected to my wife's W11 64 bit HP Envy works as expected.

Also, I was able to use this procedure in the past to transfer files to an older phone using a USB-A to USB standard cable.

Therefore, I suspect the drivers that support my USB connections on my HP Spectre.  The Microsoft W10 update checker claims my configuration is up to date.  The HP support site configuration checker will not run properly, neither the online version or the downloaded version (HPSupportSolutionsFramework 12.19.48.1.exe).
