Unable to turn off Caps Lock onscreen notifications

After downloading the Discord App on my PC, the Caps Lock onscreen notification turned on. This was not happening before and the app has been removed from the laptop.

Ive followed multiple online steps including:

And Logi Option settings.

I even went as fair as to factory reset and it still did not change it.

After a restart it will be off for a short time but after open an app on the laptop it will start up again even though it was there.

Even happens with the on screen keyboard!

Nothing seems to be able to turn it off and it's really annoying

I am also having this problem, it started after I shut my computer down accidentally. 

Fixed it!!!! You go to - task manager, under precesses go to 'hp system event utility' and select end task.
