You cannot upgrade TPM 1.2 to TPM 2.0 in your HP EliteBook 840 G1 as fitted with an Intel Core 4th gen processor. And even if you could, it would still not make this laptop W11 eligible.
As you already know, there are perfectly effective Windows 11 bypass/workaround methods available that do not depend on TPM 2.0 to make your non-eligible device able to run Windows 11.
