Victus by HP 16.1 16-d0000 (2V8V2AV)
I wanted to play Resident Evil 2 (2019) and noticed that I have an extremely bad performance (around 15-30 frames on low-medium settings with 1440x900 resolution) compared to the tests with the same hardware on YouTube. I also tried to test it in FurMark and it also has a terrible result that shouldn't be like that on this GPU (min-5, avg-13, max-25, 709 points on 1920 preset, 97 degrees temp max). I have latest GPU drivers, BIOS and freshly installed Windows 11 Pro with all updates. The same situation was before the reinstall. 

I also noticed with MSI Afterburner and GPU-Z that when I launch some game or benchmark (Furmark) my GPU clock frequency stays on ~200 MHz but when it's idling or I'm just browsing it stays somewhere around 1200 MHz, sometimes up to 1485 MHz.
