Ive had my notebook 15 for well over 4 years now and these problems only recently started to occur. When I'm looking at all the icons on my desktop, they will randomly blink into and out of existence in rapid success, almost as if they and being loaded in over and over. Similarly when I'm on the internet, any webpage I'm on will just keep refreshing over and over in rapid succession to the point where I can't do anything without my laptopr autospamming the refreshbar. My laptop is practically unusable now because I can't be on any webpage longer than 0.00009 nanoseconds before it is refreshed a million times. Anyone seen this before or know how to solve it?

- Did this happen after a recent window or software update?
- Have you made any hardware/software changes?
- What is the operating system?
While you respond to that, let's try these steps:
Hard Reset: Follow steps from the link: https://hp.care/2GnkMa8.
BIOS default:
- Turn off the computer and wait five seconds.
- Press the Power button to start the computer and repeatedly press the F10 key to enter the BIOS setup menu.
- On the BIOS Setup screen, press F9 to select and load the BIOS Setup Default settings.
- Press F10 to Save and Exit.
- Use the arrow keys to select Yes, then press Enter when asked Exit Saving Changes?
- Follow the prompts to restart your computer.
Once its done update the system software driver using Windows Update and HP Support Assistant:
To check for updates now, select the Start button, and then go to Settings > Update & security > Windows Update, and select Check for updates.
Install updates from HP Support Assistant: Go to Download HP Support Assistant to install the tool.
- To open HP Support Assistant, double-click the HP Support Assistant icon

- Click My devices in the top menu, and then click Updates in the My PC or My notebook pane.
- Click Check for updates and messages to scan for new updates.
- Review the list of updates. Updates with a yellow information icon are recommended. Updates with a blue information icon are optional.
- Click the update name for a description, version number, and file size.
- Select the box next to any updates you want to install, and then click Download and install.

Thanks for responding!
1. I'm pretty sure my device hadn't updated in a while when this all started
2. I hadn't downloaded any new software or made any big changed to my device when these problems began
3. My operating system is windows 10 home 64 bit
Will the solutions you suggested make any severe changes to my computer? Like delete all the things saved on my computer or erase any of my settings?

Im having trouble performing a hard reset. I follow all the steps, but never encounter the startup menu. I did the other two suggestions you gave, but the problem still persists. Is there any other way to perform a hard reset?

Thank you for posting back.
Performing hard reset will not erase any files or folders.
Let's try resetting Internet Explorer settings.
- Close all open windows and programs.
- Open Internet Explorer, select Tools > Internetoptions.
- Select the Advanced tab.
- In the Reset Internet Explorer Settings dialog box, select Reset.
- In the box, Are you sure you want to reset all Internet Explorer settings?, select Reset.

Let us try these steps:
- Search Windows for control panel.
- Set View by: Small icons at the right top corner
- Click on Internet Options.
- Now tap on Advanced tab and go to Reset.
- Check the box that says - Delete personal Information and then click click Reset.
- Close the Window.
Do you have any Anti-virus program installed on our PC? if yes, run a System Scan.
Try accessing the browser now.

Note: if its a hardware related issue then the computer needs to service.
