This was recently installed on my computer, perhaps during a windows update or an HP assistant update. What is its function? I am considering removing it unless I find it has some value and is legit.

Allow me to welcome you to the HP forums!
This is an Optical Character Recognition (OCR) application that allows your scanner to "read" a text document and turn it into actual text, instead of storing the result as a graphical image.
It is installed when you install the HP full feature printer drivers and software.
IF you have no use for OCR, you can remove it.

Why is your Publisher credentail "HP" on this one (I.R.I.S. OCR) whereas the other programs spell out "Hewlett-Packard"? That looks like malware. Actually, there's a lot of inconsistencies in your naming conventions on the programs' info in my control panel!
