Hi:
It is either the chipset or dynamic tuning driver that will install that device. Try the chipset driver first.
Chipset:

So did either of the drivers install that device?
If not, try manually installing the driver as follows...
Go to the device manager. Click on the PCI for data extraction and signal processing controller device.
Click on the driver tab. Click on update driver. Select the Browse my computer for drivers option and browse to the driver folder that was create when you ran the first file. That folder will be located in C:\SWSetup\sp111634.
Make sure the Include subfolders box is checked and see if the driver installs that way.
If not do the same thing, but browse to the other driver folder at C:\SWSetup\sp111635.
You can also see if either of these work...
