Why is Intel Extreme Tuning Utility not available on my laptop ? 

I followed the recommendations recommended by the program when starting, but it still does not start. I'm just not sure if the device has Undervolt Protection enabled (because there are no such settings in the bios). Please help me to run this program.

Not getting an answer, I decided to investigate the problem myself. First, in the new versions of the KhTU program, Intel stopped supporting all laptop processors, sometime in 2020-21 (although it still worked after installing the older version). However, Intel strongly advised laptop manufacturers to close the possibility for programs to affect the power supply of processors, and they began to release UEFI updates with a new patch. In summary, you cannot influence the power of your processor in any way with the help of any programs. Although this is not a problem for most gaming notebooks, because most of them have the appropriate processor settings in UEFI mode (which, unfortunately, does not apply to HP, which does not give such opportunities to its fans)
