Windows 10 typing all caps and symbols.. num lock does not work and shift key does not work

I am not sure what I am pressing, but this is the second time this has happened.  I will be typing then, my keys change to all caps, the numbers above the letters change to all symbols. The numlock key with the keypad does not work.  caps lock did not appear to be on.  I have checked various settings.  I am not sure what I am mistyping to activate this. Is there a setting that makes the keyboard all caps including the symbols above the numbers and disables the number pad.

 I have to reboot to get out what ever it is doing.

I have tried to make this do this on purpose now to figure out what has changed..but I can't figure it out.

The keyboard shortcut for All Caps is Ctrl+Shift+A, which is not that difficult to press inadvertently.

When you discover that you have done so, select the affected text and press the shortcut again to remove the formatting.

Thank you for your response. Unfortunately, that did not resolve the issue. Pressing ctrl-shift-A did not activate the all caps.  The case remained the same and numbers were typed as normal instead of the symbols that were showing up.. eg.. a $ instead of a 4.   Pressing those keys typed

"SOH" with a reverse black highlight.
