Why update is not rolled out in  Check for updates section to my laptop. Even the same is rolled out to laptops of lower versions than mine.

There is no telling when Microsoft will push the W11 update to your PC.

 

If you want to update to W11 now, just click on the blue Windows 11 Installation Assistant button at the link below.
