Is there an OEM ISO image for the HP 15-fc0018nq ? If so, where can I download it?

No, HP does not provide official OEM ISO images for this model. Hp cloud recovery likely not supported. But, You really don't need it anyway. Just grab Microsoft's official Windows ISO, use Rufus to make a bootable USB, and install; it's functionally the same as OEM, which only adds minor pre-configured settings and bloatware apps that you can easily replicate by downloading HP drivers/apps from their support page for your model. Optimize it further for gaming by updating graphics/chipset drivers, disabling startup apps in Task Manager, etc. This clean setup often performs even better than stock without the factory cruft.

The HP Cloud Recovery Tool is an application developed by HP.  It enables customers to access a digital download of their recovery media and create a bootable USB drive (Minimum 32GB) to recover their units back to factory status.

According to the product specifications and the parts list at the links below, your notebook came with FreeDOS from HP.

The -001 in the part number denotes that there is no Windows product key in the BIOS.

 

The HP cloud recovery tool is only supported for consumer class PCs that are 5 or less years old and came with a motherboard that has a Windows product key in the BIOS.

 

You will have to use the Microsoft media creation tool to create bootable installation media to (re)install Windows.

What I suggest you do if your PC is working, would be to make a system image and recovery USB to access the system image with the cloning software of your choice.

 

Since the PC came with FreeDOS, you will need to have the product key if you clean install Windows.
