Hello from a new member looking for help.

I have a 2-year old HP Laptop 15-1dw3365st with standard Windows 11configuration acquired from Staple. It was upgraded to 24H2 (26100.4946) by Windows Upgrade and was running happily until when KB5065789 (26100.6725) failed with Install error - 0x800f081f .  SFC and DISM were run and did not solve the issue. CBS.log has complains about missing directories and programs in the WinSxS folder.  For example,

 

2025-10-02 09:37:24, Error CSI 00000009 (F) Component directory missing. Dir: \SystemRoot\WinS xS\amd64_hyperv-compute-guestcomputeservice_31bf3856ad364e35_10.0.26100.1742_none_292a3be8c3034786, File: VmComputeAgent.exe  ,,,

 

The event logs show events that point to even more strange issues like,

 

The Secure Boot update failed to update a Secure Boot variable with error Unknown HResult Error code: 0x800700c1. For more information, please see https://go.microsoft.com/fwlink/?linkid=2169931

 

Provider: Microsoft-Windows-TPM-WMI

EventID:  1796

 

Since this KB is a security update, the above messages make me believe that this update cannot add/update new security certificates for June 2026 cutoff date.

 

Did anybody on this forum experienced same or similar issues?  Any feedback is greatly appreciated. 

 

Lastly, if HP Support monitors this forum, is it possible that 'Administrator' account on laptops lost privileges for updating BIOS?

Hi Ben:

 

Your PC needs that update so it can update to W11 25H2 which came out the other day.

 

It is not a security update.

The only suggestion I can offer would be to see if running the standalone update file works for you.

If you get it to install that way, you can run the W11 25H2 enablement file that I zipped up and attached below to immediately update to W11 25H2.

 

Unfortunately, I would not know the answer to your last question.

Hi Paul,
Thank you for a quick response, good notes, and the advice for executing standalone updates for KB5065789 package.

I downloaded the package from MS Catalog using URL from the response and applied it with WUSA.EXE yesterday 10/3, but it did not complete successfully. The package was validated with sha1 and all was done from cmd window opened as Administrator. The response was verbal in a popup window:

"Some updates were not installed
The following updates were not installed:
Update for Windows (KB5065789)"

The completion code was found in the event log:

Information 10/3/2025 8:19:14 PM WindowsUpdateClient 43 Windows Update Agent

Error 10/3/2025 8:21:02 PM WindowsUpdateClient 20 Windows Update Agent
Installation Failure: Windows failed to install the following update with error 0x800F081F:
Update for Windows (KB5065789).

 

I forgot to mention in the first message that Cumulative Updates initially started failing with the update KB5065426,
2025-09 Cumulative Update for Windows 11 version 24H2 (261006584). It was attempted many time ending with 0x800f081f error code.
I did try making a standalone update on 2025-09-22 which failed as well. All attempts to run this update magically disappeared from the Windows Update History.

Can you tell, if there are any options to repair the system except for doing factory reset?

Lastly, this laptop was purchased from Staple brand new with Windows 11 activated digitally. That is, I do not have Windows 11 product code - it was not in the box. If a factory reset will be required, then I may choose to add more memory and disk space. Is there a chance the product code can be obtained from HP?

Sorry that didn't work for you.

 

Your PC has the W11 product key encrypted in the BIOS so the key is not needed to reinstall W11.

 

If you need to factory reset the notebook, your PC is supported by the HP cloud recovery tool which you can use to make a bootable USB recovery drive that will return the drive to its 'out of the box' condition.

 

Here is an info link for how to use the utility.  You will need a 32 GB USB flash drive for this.

If you ever have to use the utility on another PC, you will have to enter your PC's product number in the tool's search window in order to proceed to make the recovery media.

 

Your PC's product number is 4Z3B1UA#ABA

 

Retain the recovery drive for future use because HP withdraws support to download the recovery file once the PC reaches 5 years of age.

 

Other than doing the Windows update troubleshooting steps, I don't know of any other easy way to fix the problem.

Hi Paul,

Below is a summary of of activities for resolving the issue.

A small research indicated that the issues with updating my laptop were mainly related to the corruption
of the Component Store (\Windows\SxS) and utilities, SFS and DISM, not reporting any errors.

These issues (with failing Quality Updates) on my laptop were finally addressed by applying
two latest Feature Updates listed below:


Windows Update > Update History

Feature Updates (3)

=> Windows 11, version 25H2
Successfully installed on 10/19/25

=> Windows 11, version 24H2 (repair version)
Successfully installed on 10/14/25

Windows 11, version 23H2
Successfully installed on 3/29/24

 

Below is a quick coverage of the events.

After all useless attempts for repairing my laptop via rerunning updates, I decided on doing re-installation of Windows 11 using Windows 11 ISO release downloaded from Microsoft. This Windows 11 release consisted of basic system and
the updates required for 25H2. The update required an external storage exceeding 32 GB. This update failed
with the error code and message,

 

0xC1900101 - 0x20017
The installation failed in the SAFE_OS phase with an error during BOOT operation.

 

Adding 500 GB of external memory did not help, so, I gave up on following this approach and continued
doing the research involving Windows Update troubleshooting. It offered addressing this issue
by applying update "Windows 11, version 24H2 (repair version)". This update did not have KB #, but, it
worked. Also, it allowed saving all previously installed apps and data. In couple of days Windows Update
notification offered "Windows 11, version 25H2" which was successfully installed today. So far it works.
Also, it took much less time and other resources.
