You should be able to activate W11 with the W10 OEM product key in your PC's BIOS.
Install the free showkey plus app from the Microsoft store.
The report should show an 'Installed key' and a W10 OEM product key.
If the installed key is different from the OEM product key, change the installed key to the OEM key in the PC settings menu and see if you can activate W11 that way.

That's not good.
That means your notebook came with FreeDOS from HP and not Windows.
You will have to buy a license and product key to run W11.
If you still have the option to go back to W10, you can try going back to W10, but I would imagine that W10 won't activate either.
You can go back to W10 within 10 days of having upgraded to W11.
