Your PC's Intel 4th generation core processor does not meet Microsoft's minimum W11 processor requirements of needing an 8th gen core processor and your PC does not support upgrading to one of those processors.

Download the W23H2 ISO file and use that (3rd option).   

 

Download Windows 11 (microsoft.com)

 

24H2 isn't out yet and if you don't have a W11 PC, you can't get the new version yet.
