Product: ProBook 6560b
Operating System: Microsoft Windows 7 (64-bit)

My Windows 7 product ID is only 20 characters long - the Microsoft download page requires a 25 character key. Please advise

You can't download and use the file from Microsoft because (1) they demand a Retail product key (which you do not have), and (2) that version also requires a Retail product key to activate -- and your PC has an HP OEM product key.   So, that will not work.
