I am wanting to buy a new laptop, however, I don't like Windows 10. Is there a way to make windows 10 look and work like Windows 7?

Simple question -- but the answer is complicated.
In terms of looking like Win7, Stardock sells a product known as WindowBlinds by which you can change the graphical look of the desktop so it looks like Win7. The functions remain the same, it's just that the visual image is slightly changed,
In terms of working like Win7 -- NO. MS has drastically changed how Windows works since the Win7 days, adding new features and removing old ones. Stuff like selecting individual Windows Updates and hiding the ones you don't want simply are not supported anymore.
An additional complication is that MS is planning on dropping Win7 support in a few months -- so even the computer stores that currently sell their own in-house brands of PC with Win7 preloaded will probably stop selling them because MS is likely to then refuse to provide OEM licenses anymore.
