OMEN by HP 16.1 inch Gaming Laptop PC 16-wf0000 (7B9S3AV)

I have been running a slight undervolt with Intel XTU ever since I got the laptop because it would reach very high temps and thermal trottle immidiately under load. Omen 16.1 with Intel i9 13900HX, 16GB DDR5 5600 and RTX4060. After the latest BIOS update suggested by the HP support assistant, All Intel XTU overclock and undervolt features suddenly got greyed out and disabled. This means my undervolt does not apply anymore,  so performance dropped very low and thermal temperatures reach very high and thermal throttling happens instantly again. I have uninstalled and reinstalled XTU several times with various changed BIOS settings, but XTU features are still disabled. How can I get XTU featurtes back?
