Operating System: Microsoft Windows 10 (64-bit)
While I try to transfer files (copy, paste) from my android phone to my pc (hp envy x-360) using an USB cable, it displays as access denied.

Screen says you're trying to MOVE files and all those are Protected folders -- and since a MOVE includes deletion, the OS will not let you do that.
Since you're using an Android phone, suggest you look into using WiFile File Transfer -- as that allows you to transfer files over your network using the WiFi on your phone to connect with your local network. I do this all the time and it works great.
