The file is "there" - I did not check whether you actually want / need this file, of course - assuming this is the file you want, you should be able to get it.
What happened?
The problem is that months back the major browsers slammed the door shut on ftp downloads because they can be dangerous and some ftp sites are apparently poorly run.
Some browsers just won't "do this" anymore, others need special treatment.
There might be a few browsers that continue not to care if you infect / infest your system and let you do as you like.
What to do?
Stick an "s" on the http part of the address
https://ftp.hp.com/pub/softpaq/sp64001-64500/sp64349.exe
Firefox, at least, might accept this simple change.
Using the https prefix works on my setup for grabbing stuff from the HP ftp site.
Example: Latest Firefox - running on whatever latest Windows 10...
The bottom entry (first attempt) uses the http:\\ prefix and fails.
The top entry (second attempt) was downloaded using the https:\\ prefix.
There are all sorts of possible caveats.
The short version:
If all else fails, try using the old standard: Internet Explorer
