Hello;
Allow me to welcome you to the HP Support Community!
My guess is that the problem is related to Edge being the default app for handling PDF files in Windows 10.
It used to be Adobe Reader, but MS hijacked that in Win10 and made their excuse for a Browser -- Edge -- the default handler, and that can result in all kinds of problems.
My suggestion is that you install Adobe Reader DC -- using this link: https://get.adobe.com/reader/
BUT .. be sure to uncheck the two boxes, one to install the Chrome Reader extension and the other to install Google Chrome.
Once you have that installed, you should then be able to download the PDF from TurboTax because Edge will not longer attempt to grab it.
