I have the problem. THis is a brand new Envy Computer x360 I just bought it last week. Right away I noticed the blue function keys were not accessable.
After spending over an hour on the phone with support just trying to get them to understand my question which was very straight forward, being put on hold for long periods, and getting disconnected a couple of times, I gave up.
Nice laptop but I don't understand why hp puts blue number on the keyboard such as the "cents" symbol on the 4 key, that cannot be typed using the function key.

It seems to have several options.
This is the most accepted solution from the above forum:
Activate:
Ctrl + fn + right shift key
Deactivate:
Ctrl + fn + right shift key twice
However, I'm tapping away at my keyboard frustrated because I have never, not on a single HP laptop keyboard, been ever able to access the blue keys.:smileymad:

yes i agree, straight forward question. after first contact with HP i suggessted they get in contact with the software team to ask them how to do it easier then installing all languages.
there should be a software function in the bios that controls dual keyboards by default and the classic change language shortcuts dont work which is not the way it should be to hit the blue keys

oh those blue keys.
HP lack of response says it all...
the only solution is to have multiple languages loaded and swap between them which is more time consuming then using the on screen keyboard and moving to the symbols page. It's the best way with default apps
theres some keyboard shortcuts which require many steps to make some characters again not as efficient as the on screen keyboard with symbols
