I'm having the same issue with the blue keys. I cannot access them using any of the suggestions above. I can get the £ key by changing the keyboard to English UK and hitting Shift + 3. How the heck do I get the rest of the keys????

What I do is use the on screen keyboard and switch it quickly to symbols when in need

Alright so I`ve used Canadian HP laptops for quite a while now and I never really understood the layout until I finally saw your question and became determined to figure this out.
HP seemingly does NOT use the multilingual keyboard, it uses a combination of the US English and Canadian French - crazy right?
Essentially, assuming you're running the latest version of Windows 10, head to Settings -> Time & Language -> Language -> English (Canada) -> Options -> Keyboards -> Have both Canadian French QWERTY and US QWERTY.
You can swap language or keyboard by using Win key + Space.
Basically, any blue key is unattainable with the US QWERTY keyboard. The only thing you need to keep in mind is that when Canadian French QWERTY is selected, you can run through the available characters on a key using just a TAP, SHIFT + TAP, and RIGHT ALT + TAP. The only weird thing is that some of the keys have very weird behaviours, especially the ones surrounding the ENTER key. Some also follow a different order.
