is it possible to minimize memory resource usage? There is already 8GB but 10 minutes after reboot, usage is abnormally high; for a Windows 10 user who thought 40% is normal, my Windows 11 for a brand new Laptop stays above 60% seems excessively high.

I am too having an HP laptop with 8 GB of ram and after starting it currently its maximum utilization of memory is 70% when I am not using any other resources then the browser in such cases what I do is as a HP laptop user use HP gaming hub application in which I add the important applications into it and run them directly what it does is it stops lot of apps running in the background and frees up a lot of ram for important application.
In task manager disable all the startup apps which are not necessary
The other choice I see is upgrading the ram.
