Product: HP folio 1040 g3 Notebook

I have an HP Elitebook folio 1040 G3 notebook Laptop It happens like that, I stopped using the laptop for about 3 months and somehow it was not booting up and had no response on charging [no led nor fan activity]I gave it for repair to a local guy he messed with the bios chip and now it is worst Motherboard is not responding to the charger I then gave it to a certified expert he said that bios is flashed and need to reinstall the bios software manually but is unable to find one.
Please do give the .bin file for my model mention above
I have a certified guy who can program it 
and one thing i want to ask is how many bios are there and how many pin are there each 
he is telling me there are 3 bios chip some are 8 pin and some are 28 pin
