It is NOT a product from HP. You have to install yourself .
Unfortunately This app has been removed in March 2023. The link you found online is cached link. Alexa app on Windows computer requires the support of Cortana, as Microsoft is going to discontinue Cortana, I believe that is what led to the decision of discontinuing the Alexa app.
