The only suggestion I can offer, would be to install the W10 universal camera driver found under the keyboard drivers section on your notebook's support page...

Hi:
W10 should have automatically installed the Bluetooth driver.
Is there a Bluetooth device manager category showing up in the device manager?
If not, then the Bluetooth was turned off during the upgrade to W10 by the HP connection manager.
The HP connection manager software does not work in W10, so the only way to turn the Bluetooth on without reinstalling W7, is to make a bootable Ubuntu installer, boot from it and select the option to try Ubuntu without installing.

Then turn on the Bluetooth in Ubuntu.
Once you do that, you can shut down the PC, remove the Ubuntu installer, boot back into Windows and the Bluetooth should be present and working again.
