- icons won't open on desktop

I cannot open any icon and control panel will not function. I can go into safe mode and the icons work fine including control panel. also, it take a long time to shut down or restart, (about 2 min.)
Another thing I've tried to open what program that I might need at the time was to right click the icon and then click open, it was still a "no go".
I attemped a restore to an earlier time in safe mode, but there was no previous highlight to click on. When I start safe mode in the list of options, I tried the "return to the last time the computer was working," however, that also was a "no go."
I downloaded a dll repair program. Thay program did find a number of problems corrupt files and it cleaned the registers.
todate, nothing I have tried has worked. Is there an answer to this problem?

The System File Checker tool
To determine whether the issue that you are experiencing is caused by one or more system files that are used by Windows, run the System File Checker tool. The System File Checker tool scans system files and replaces incorrect versions of the system files by using the correct versions.
To run the System File Checker tool, follow these steps:
1. Click Start, and then type cmd in the Start Search box.
2. Right-click cmd in the Programs list, and then click Run as administrator.
If you are prompted for an administrator password or confirmation, type your password or click Continue
3. At the command prompt, the following line, and then press ENTER:
sfc /scannow

Hello once again,
I appreciate the quick response. Mrstenter, I did run the scannow and returned that there are no INTEGRITY VIOLATIONS.
If you could think of anything else, I will be grateful. I can hardly afford to lose my important data.

Good morning Mrstenter,
I run the tool and there were four problems fixed . . . just not mine. This is the most stubborn thing I've come up against ever.
What is baffeling to me is that it all opens in safemode. I know you are limited by not being at my computer, but if you could think of anything else I could do, (short of dynamite,) I would be in your debt. Thank you for what you are doing.

Hi @poldracker,
The only other thing I can think of is Windows file Checker.
If Safe Mode works something is blocking the access. Have you tried to disable your Virus Protection software?
Try right clicking on Control Panel and see what options are selected there.
