There is no "general solution" to missing DLL files -- as there are hundreds of these runtime libraries.
If a DLL file is missing, that means some application that needs that file failed to install it as part of the app setup.
We have no source for DLL files; so, you would have to contact the app vendor to get the DLL from them. If they will not supply it, you can't use that app anymore.
This most often happens when you are running a really old app with a newer version of Windows, one that no longer include the really old DLL files the app still needs.
